Toggle to Welsh

Created the Language toggle component out of this pattern, and rewrote pattern guidance to make this relationship clearer. The language toggle is a component in DWP Frontend 2.7.0 and later; the Toggle to Welsh pattern is a particular implementation of that component, but others are possible.
